There is no formula that can do this, unfortunately. To accommodate this, gradebook formulas would need to have a concept of if/else statements or possibly the modulus operator. The instructor will have to enter the points in the gradebook manually.

If the quiz has not yet been taken by the students, you could use the action editor to enroll students into one of three teams based on the score earned. The instructor could then use a combination of the team selector and batch grade field in the gradebook to assign scores quickly. Let me know if you'd like details on this.

As for this part of your post: "I thought the faculty could go in and manually change the percentages to points, but for some reason, ANGEL won't let her do it." Please ask the instructor to to contact ANGEL Support directly using the the contact form in ANGEL to ask for help with this. We need to know the name of the course, the name of the quiz, and the steps she is using to change the scores. You may also want to work with her to be sure she understands that she cannot change the scores students earn on automatically-scored quizzes on the Lessons tab and that she needs to go to Manage>Gradebook>Grade By Assignment.
