The Education Technology Services unit often write short papers exploring new cutting edge technologies. All papers are housed at http://ets.tlt.psu.edu/hot-team/
Recent topics have included social ratings systems, Zotero citation plugin for Firefox, Location Aware technologies. the Penn State Libraries Facebook application and others.
Even if you don't think you could use these tools right now, it might help you think in new directions or be aware of what the new "buzz" might be.
